Are some employers getting cheap when it comes to recruiting?

I know I need to be careful with this post, but my recent conversations have been interesting and startling when it comes to what I am hearing from candidates on searches they are part of.  I also understand that candidates sometimes do the strangest things, but please read these two scenarios below and let me know what you think:

1.  Company A is located in a large city in the USA.  They invite a person to come to their large city to interview for a role paying over $250K per year, but they also tell this person there will be no relocation funding of any type with the  role

2.  Company B is located in another large city in this country.  They are interested in talking with a candidate in person for a $200K plus role, but they will not pay or reimburse for the individual to come to their fair city.

Am I out of touch, or do both of these scenarios sound like firms that might be “taking advantage” of what they consider to be an employer’s job market?    I realize that we all have to tighten our belts, but if you want to attract and retain the best talent, I would recommend that you provide the essentials in your search process.  It reminds me of taking someone to dinner at a solid restaurant like Ruth’s Chris or Fleming’s and asking them to use a paper plate with plastic utensils.  It just doesn’t fit.

What do you think?  Am I out of touch or is my thinking sound?
